On the afternoon of July 9, 2025, Shi Bin, Deputy Secretary of the Party Leadership Group and Deputy Director of the Nanjing Municipal Medical Security Bureau, led a research team to the Qinhuai Campus of Nanjing Zijin Hospital to conduct a special investigation and provide guidance on medical insurance work. Ge Jiangping, President of Nanjing Zijin Hospital, Wang Yifang, Vice President for Clinical Affairs, and heads of relevant functional departments accompanied the delegation.

The research team conducted an on-site inspection of the patient wards at the Qinhuai Campus, with particular emphasis on visiting the hyperbaric oxygen therapy center, the rehabilitation therapy center, and the pediatric rehabilitation treatment hall—key specialized clinical areas. They gained a thorough understanding of the hospital’s infrastructure development, medical equipment deployment, and the progress of its clinical operations.

In the pediatric rehabilitation therapy hall, Deputy Director Shi Bin warmly visited and offered encouragement to the young patients and their families who were undergoing rehabilitation training. Upon learning that the children’s recovery was progressing smoothly, the inspection team commended the medical team for their meticulous care and extended their best wishes for a speedy recovery.

Following the on-site inspection, the two sides convened a special symposium on medical insurance work. Dean Ge Jiangping first extended a warm welcome on behalf of the hospital to the municipal medical insurance bureau’s research team and delivered a detailed report on the hospital’s overall development, progress in information technology implementation, and the status of medical insurance policy enforcement.

Zhang Xiaolei, Deputy Director of the Medical Insurance Office, delivered a comprehensive report—supported by multimedia presentations—on the progress of the 2024 DRG year-end settlement, the 2025 DRG implementation, and the VRG pilot program.

The research team fully commended the hospital’s management of medical insurance and also identified certain shortcomings in its operations. In addition, they engaged in in-depth discussions with the hospital administration on issues such as reforming medical insurance payment models, establishing risk‑prevention mechanisms, and optimizing specialized rehabilitation‑related reimbursement policies, while carefully listening to the views and suggestions of frontline clinical staff.

In his concluding remarks, Deputy Director Shi Bin emphasized that, as the only tertiary-level specialized rehabilitation hospital in Nanjing, Nanjing Zijin Hospital must earnestly fulfill its role as a model and leader in the sector, setting an exemplary standard in the standardized implementation of medical insurance policies and the enhancement of healthcare service quality. He instructed the hospital to: first, accelerate the advancement of information technology and refine its electronic health record system; second, rigorously implement the reforms to the medical insurance payment system in accordance with high standards; and third, establish and strengthen a regular communication mechanism to promptly provide feedback on issues and suggestions arising during policy implementation, thereby jointly ensuring the effective delivery and tangible benefits of medical insurance policies for the public.

This survey has identified clear areas for improvement in the hospital’s medical insurance operations. Moving forward, the hospital will seize this opportunity to prioritize the advancement of information‑based and intelligent systems, refine its internal quality‑control framework, strengthen medical record management, and build a specialized team of medical‑insurance coding professionals, thereby continuously elevating the quality and efficiency of its medical‑insurance administration.
